Community Media Network

Why the change? Doesn't Cable One already provide this service?
Yes, but they are in business to provide paid cable service. Community Access is an afterthought for them. It will be first priority for us

What about the local channel KAZV-TV14?
They provide local programming. They do, but the local programming and facilities are limited and not conveniently located. Cable One does not carry Channel 14 so Modesto subcribers don't see this programming

Will this project cost the local taxpayer anything?
No additional taxes or fees will be accessed to the general public. Depending on the final outcome of the franchise renewal negotiations, cable subscribers may see a slight increase in their cable bill due to an increase in the franchise fee.

How much will it cost to use the facilities?
Registered or certified users will pay from $10 to $50 per year for unlimited use.

Where will the Center be located?
A final site has not yet been identified but the preferable and sensible location is in the downtown area.

When will the Center be completed?
This will be based on the length of the franchise renewal negotiations, but we anticipate a Fall 2000 Grand Opening!

Who will govern the Community Media Network's organization?
The coordination and research is currently being handled by a Task Force of concerned citizens, business professionals, education and government representatives. A Board of Directors will be elected and a Community Advisory Board will be established that will operate within the terms of the Cable TV Franchise Agreement and the Community Media Network Agreement with the City of Modesto. Financial records will be independently audited annually. The ultimate accountability is to the public served.

What if I don't live in Modesto or don't subscribe to Cable One's service?
There are future plans to accomodate you. (see Phase 2 & 3 objectives)

Will there be any commercials on these local channels?
By FCC Regulation there can be no commercial advertising on the PEG channels. Only the Local Origination channel may carry commercials.

I heard that AT&T purchased Cable One's Modesto Franchise. How will that affect this plan?
AT&T assumes all requirements of the existing month to month agreement. The new agreement will be negotiated directly with AT&T. We do not anticipate any adverse effects as they have assured us that they do not want to continue to provide this service themselves but would prefer contracting through a separate entity.
